About the organization:
The Procurement Unit is responsible for conducting procurements that meet the needs of the operations. Here, we are driven by working on improving and developing the purchasing process, creating good relationships with our suppliers, and being businesslike by following up on our agreements. We want to do business with serious suppliers where you will have an important role.
The unit is part of the finance department and currently consists of four procurement officers, a purchasing controller, a contract controller, and a procurement manager. For the past year, we have been in completely new activity-based premises which allows for close collaboration with other departments and colleagues in the municipality. The unit's employees vary between working in the office and remotely. With us, there is great opportunity for a flexible work life, and the balance between work and private life is important to us. Job Responsibilities:
In the role of lawyer, you will work with contractual legal issues with a particular focus on contract follow-up in close collaboration with your colleagues in the procurement unit. You will be responsible for drafting, reviewing, and further developing contract texts so that they clearly reflect the requirements set and are possible to follow up in practice. We want to ensure high quality and that suppliers meet their commitments in the municipality's procured agreements. Another important part of the job is to provide legal support in various matters.
You will assist in assessing contractual deviations and handle contractual legal consequences all the way from correction, fines, withheld compensation, recovery, and ultimately to termination of contracts. You will also contribute to developing internal routines, governing documents, and working methods that strengthen control, quality, and legal certainty throughout the contract chain.
Part of the position also involves being a coordinator in the municipality's joint efforts to combat welfare crimes. Through environmental monitoring, participation in relevant networks, and close collaborations with contact persons from various departments, you strengthen the municipality's overall ability to prevent and detect welfare crimes. You disseminate knowledge, initiate joint efforts, and act as a hub in the cross-cutting work for a safe and legally secure welfare.
To succeed in this role, you need to have good collaborative skills but also enjoy working independently.
Qualifications:
We are looking for someone who has:
- A law degree.
- Knowledge of LOU (the Public Procurement Act).
- Several years of experience in contract law, preferably within the public sector.
- Experience in contract follow-up, procurement, or supervision.
- Experience and a good ability to translate law into practical, usable solutions.
- Good ability to express yourself well in Swedish, both orally and in writing.
- Meriting: Experience working with welfare crimes, economic auditing, or internal control.
- Meriting: Experience working in a politically governed organization.
